Answers to this question:

Working with with your local pet/animal organizations would be a good initial step. Unfortunately this breed comes with a history and until these dogs can be raised and treated with love, and people like Michael Vic stop engaging in and promoting pit bull fights legislation to reverse discrimination etc will lag.
