This is not exactly a toy, so may not be helpful, but Milkbones donate a percentage of their products to helping train dogs to be "companion dogs" for people with various disabilities, so for treats that is what i always buy.
Kongs and Nylabones. Check out Dogtoys.com. A homemade remedy is put dog treats in plastic bottle. Your dog will entertain himself and use his mind trying to get the treats from the bottle. Of course, you don't put the top on:)
